Ngofeen: It was February 2020, and 18-year-old Hugo Biolley was working on a mayoral race in his hometown of Vinzieux, a tiny village in the southeast of France. He was in the old part of town, with its church, stone houses, and slanted streets, des rues en pente. To Hugo, these streets were home.

Hugo: Je suis arrivé à Vinzieux quand j’étais bébé. J’ai grandi ici. Je m’y sens chez moi. Vinzieux se situe sur une colline, avec de belles rues en pente. C’est un village avec de grands espaces naturels. C’est une chance immense d’habiter ici, parce que le paysage est magnifique.

Ngofeen: Vinzieux is tucked between fields, a forest, and a mountain. On a clear day, it offers sweeping views of the Rhône valley all the way to the Alps and the Mont Blanc. It’s magnificent. But over the course of his young life, Hugo has watched his hometown lose some of the character and energy that once made the village come to life.

Hugo: Il y a 50 ans, il y avait une école et un bar à Vinzieux. Quand j’étais petit, il y avait beaucoup de fêtes de village et d’événements. Les habitants se retrouvaient régulièrement. Il y avait beaucoup de vie dans le village ! Mais quand je suis devenu adolescent, ce n’était plus pareil. Il y avait moins d’événements, moins d’activité, moins de vie.

Ngofeen: Vinzieux is a tiny village surrounded by nature, but it is also surrounded by bigger cities. As he watched some people leave and new people come in, Hugo was worried that Vinzieux could lose its identity and become une cité dortoir: a bedroom community for people commuting to work in nearby cities like Annonay and Lyon.

Hugo: Pour Vinzieux, le danger, c’était de devenir une cité dortoir. Quand des gens venaient habiter au village, c’était pour aller travailler ailleurs. Le matin, ils partaient travailler dans d’autres villes, et le soir, ils rentraient pour dormir. Les nouveaux habitants n’avaient pas la chance de rencontrer les autres habitants. Alors si on ne faisait rien, ils ne pourraient pas découvrir et connaître le village.

Ngofeen: Hugo was only 18 years old, but he knew the future of his village was at stake. That’s why he campaigned to get his neighbors to elect the right mayor for Vinzieux: himself.

Hugo: Je ne voulais pas que Vinzieux devienne une cité dortoir. Je voulais que la vie revienne dans mon village, tous les jours de l'année ! Alors j’ai décidé d’être candidat pour devenir le maire de Vinzieux.

Ngofeen: Growing up, Hugo loved to venture into the wilderness. The village of Vinzieux is in one of the most rugged areas in France: l’Ardèche. It’s about 2,000 square miles filled with forests, mountains, gorges, ravines, waterfalls, and wide plateaus.

Hugo: Avec ma famille, on allait faire des randonnées sur les plateaux et voir des lieux incroyables avec des montagnes, des gorges, des ravins, des ruines, et au milieu des ruines, des cascades. C’était un paysage magnifique.

Ngofeen: At night, Hugo would look at the sky and marvel at the stars.

Hugo: Le ciel étoilé au-dessus de Vinzieux était incroyable. Il y avait peu de lumière, donc on voyait bien les étoiles. On pouvait même voir des galaxies !

Ngofeen: Vinzieux’s inhabitants have commuted to jobs in nearby cities for decades. But growing up, Hugo felt Vinzieux was always a friendly, energetic community. The village’s inhabitants, les Vinzaires, often came together for local events and festivals.

Hugo: Quand j’étais enfant, j’étais timide et j’aimais être seul, mais j’adorais aller à ces événements. Il y avait une course de voitures, ou un concert de musique… Ces événements faisaient vivre le village. Tous les habitants du village, les Vinzaires, les attendaient avec impatience.

Ngofeen: In 2002, Vinzieux had even pioneered a local street art festival, un festival d’art de rue. It was held in partnership with other local villages. Every September, more than ten villages across the region would stage plays, dance performances, and circus acts.

Hugo: Vinzieux avait accueilli un festival d’art de rue. Le festival durait un week-end. Plusieurs villages organisaient des événements et on allait en voiture, de village en village, assister à des spectacles. Beaucoup de personnes venaient à Vinzieux pour assister aux pièces de théâtre en plein air.

Ngofeen: But Hugo’s favorite event was la castagnade, a festival organized during the chestnut harvest, la récolte des châtaignes. Villagers would gather together for a big chestnut-roasting party.

Hugo: La castagnade avait lieu à l’automne, en octobre ou novembre, pendant la récolte des châtaignes. On faisait rôtir les châtaignes dans un grand feu et on les distribuait dans un cône en papier. C’était un moment où les habitants de Vinzieux pouvaient se retrouver tous ensemble.

Ngofeen: But by the time Hugo was 16, Vinzieux had stopped having its own castagnade, and there were less and less of these events... And sometimes, Hugo got bored in his little village.

Hugo: Parfois, je m'ennuyais car il se passait de moins en moins de choses dans le village. Je trouvais ça dommage, parce que je savais que Vinzieux avait du potentiel. Ça me rendait triste de voir mon village perdre de sa vitalité.

Ngofeen: Hugo would have to leave Vinzieux to go to college, and he wanted to attend Sciences Po, short for “sciences politiques.” It’s a prestigious university for French politicians, but it also prepares for a broad range of careers, from journalism to business and law. To bolster his application, Hugo applied for an internship, un stage, with a local congressman, un député.

Hugo: Le bureau du député de l’Ardèche se trouvait dans la ville d’Annonay. Annonay est à 20 minutes en voiture de chez moi, alors j’ai demandé à faire un stage avec lui. J’ai passé un entretien, et finalement, le député a accepté de me prendre en stage pour deux semaines, pendant les vacances scolaires. J’étais stressé...

Ngofeen: Sixteen-year-old Hugo got his own office and the assignment of reviewing grant applications submitted by local nonprofits and villages. One day, he noticed a request sent by his hometown for une aire de jeux, a playground.

Hugo: Pendant mon stage, j’ai lu un dossier envoyé par mon village. Vinzieux avait demandé 10 000 euros pour construire une aire de jeux pour les enfants. 10 000 euros, c’est une grande somme ! À ce moment-là, j'ai compris que cet argent pouvait avoir un impact considérable sur Vinzieux.

Ngofeen: For Hugo, it was a revelation. It wasn’t the meaningless political posturing he’d seen on debates on TV. A playground in his village…this was real tangible stuff! He could imagine kids playing there, making friends. For the first time in his life, Hugo could see what he wanted to become.

Hugo: Ce stage a changé la personne que j’étais. Ça a été une vraie révélation. Je me suis dit : « Je veux aider les gens de cette manière-là. C’est ça que je veux faire plus tard, après mes études. »

Ngofeen: The congressman Hugo worked for was also the mayor of the nearby city of Annonay — that’s pretty common in France — so Hugo asked to do another two-week internship, this time at the mayor’s office. With 17,000 inhabitants, Annonay is the most populated city in Ardèche, and Hugo soon learned that being a mayor was a very hands-on job.

Hugo: À l’école, on apprend des choses par cœur, et ensuite, on doit les réciter. Mais dans une mairie, c’est le contraire : on ne connaît pas la solution aux problèmes, mais on doit en trouver une. Alors, on doit faire le maximum pour trouver une solution et passer à l’action. Pour la première fois, je me sentais utile.

Ngofeen: Hugo liked feeling useful. And he began to wonder if he could be useful to Vinzieux. Could he help stop his hometown from becoming a commuter community? Then, he heard the mayor of Vinzieux was about to retire, but no one seemed willing to take over and take care of the village.

Hugo: Je me suis demandé pourquoi les choses avaient changé à Vinzieux. J’adorais mon village, mais je savais qu’il avait besoin d'aide. Il y avait de moins en moins d’événements. Sans magasins, sans école et sans activités, Vinzieux allait devenir un village dortoir.

Ngofeen: Hugo now believed that his best chance of leading the life of service he longed for, was to get admitted to Sciences Po. So he studied hard. But despite all his efforts, Hugo did not get admitted to his dream school.

Hugo: J’étais déçu de ne pas être accepté dans cette école. Pour moi, Sciences Po était le meilleur moyen d’avoir la vie que je voulais, d’aider les autres et d’être utile. Alors je n’ai pas abandonné. J’ai décidé de prendre un an pour préparer le concours une seconde fois.

Ngofeen: That spring, Hugo turned 18. He spent the year at home, prepping to retake the exam… In the spring, a car race came through the village, and many locals showed up to watch. Most of them knew that Hugo was interested in politics. One man called out to him and asked why he wasn’t running for mayor. The man was serious, but at first, Hugo shrugged it off.

Hugo: J'y ai beaucoup pensé. Je voulais vraiment aider mon village. Je savais que Vinzieux avait beaucoup de potentiel. Je voulais lui redonner vie, organiser plus d’événements et avoir au moins un magasin dans le village. Alors j’ai pris une décision : après mon concours, je commencerais à faire campagne pour devenir maire de Vinzieux.

Ngofeen: In May 2019, for the second time, Hugo took the entrance exam for the school of his dreams. In the auditorium, he looked around. There were hundreds of young people just like him. To get in, he’d have to ace the exam. But he decided that whatever happened, he’d also run for mayor of Vinzieux.

Hugo: L’examen était très difficile et je pensais l’avoir raté. Je me suis dit : « Je ne sais pas si je vais réussir le concours, mais au moins, c’est fini. Maintenant, je peux me concentrer sur la campagne pour les élections municipales. »

Ngofeen: Hugo’s main goal in running for office was to bring more public life back to the village. But first, he needed a running mate. He approached Vinzieux’s current deputy mayor, l’adjoint au maire. He wasn’t interested in running for mayor, and he warned Hugo: “If a dog barks too loudly and there is a dispute, it will be on you.”

Hugo: J’ai dit à l’adjoint au maire : « Je me sens capable de prendre ces responsabilités. Je veux changer les choses à Vinzieux. Je veux que notre village soit dynamique toute l’année. » Et finalement, l’adjoint au maire a accepté de m’aider et de rejoindre mon équipe. Mais il m’a dit : « Ce sera toi, le chef ! »

Ngofeen: Having secured his running mate, Hugo told his family that he was running for mayor. Everyone was surprised. Hugo would be the youngest person ever to run for mayor — not just in Vinzieux, but in all of France! But his family was supportive. Only his mother was a bit worried to see him take on such a big responsibility.

Hugo: Ma mère m’a dit : « Tu es sûr ? S’il y a un problème dans le village, c’est toi qui seras responsable. » Elle voulait me protéger. Elle m’a dit : « Pense à toi, et n’oublie pas que tu es encore jeune. » Mais moi, je voulais être utile et servir mon village.

Ngofeen: Shortly afterwards, Sciences Po published the results of its entrance exam. Hugo didn’t have the heart to check. He was convinced he had failed…again. So he waited for a few days, then, he braced himself and went online.

Hugo: Quand j’ai regardé sur Internet, je n’y croyais pas. J’étais accepté à Sciences Po ! J’étais vraiment surpris, mais très heureux. Et puis, je me suis dit : « Maintenant, je dois m’organiser. Je suis étudiant à Sciences Po et candidat à la mairie de Vinzieux ! »

Ngofeen: Hugo decided to go for it. He would do both. So in September, he moved to Grenoble, a big city two hours away from his little village, and he started his school year. But he came back every weekend to Vinzieux to campaign for the local election.

Hugo: C'était fatigant de faire l’aller-retour. Il y avait aussi beaucoup de travail pour la campagne municipale, mais j’avais beaucoup d’espoir. J’ai d’abord créé une équipe, puis on a préparé notre programme.

Ngofeen: Hugo was excited to present his campaign platform, or programme, to the villagers. He pledged to organize events and try to find a way to open a new business in town... But the villagers weren’t interested. They only cared about his age, 18 years old. During his first town hall, people were asking: “How are you going to handle a town? How are you going to go to school?”

Hugo: J’ai voulu rassurer les habitants de Vinzieux tout de suite. Je leur ai dit : « À la campagne, les maires ont souvent un autre travail à côté. Moi, je suis juste étudiant, alors j’ai moins d’obligations qu’un maire qui a un autre travail. »

Ngofeen: Sciences Po was supportive of Hugo’s plans: The school administrators could see that he was serious about it. They told him that if he was elected he would be allowed to do his second year of school remotely. So, in fall 2019, Hugo set out on the campaign trail.

Hugo: J’ai compris que les habitants avaient peur parce que je n’avais pas d’expérience. Alors, j’ai tout fait pour leur montrer que le plus important pour un maire, ce n’était pas d’avoir de l’expérience. Le plus important, c’était d’aimer Vinzieux, de vouloir aider les gens et de travailler pour le bien du village.

Ngofeen: Hugo went up and down the hill and door to door, and he organized public events.

Hugo: C’était comme si je découvrais mon village de nouveau. J’ai rencontré tellement de gens différents : des agriculteurs, des parents avec leurs enfants, des professeurs… Tout le monde aimait Vinzieux. Et puis on parlait de comment aider le village, et tout le monde disait qu’ils aimaient différentes choses : son paysage, son calme, ses événements... Et cela m’inspirait et me donnait beaucoup d’idées.

Ngofeen: Two months later, Hugo organized a second town hall. This time, there were more than 50 people. He had never seen the hall so full. And there were no more questions about his age. The questions were about specific points of his platform and how he would take care of Vinzieux.

Hugo: J’étais très content parce que j’avais enfin réussi à faire accepter mon âge aux habitants. Maintenant, on pouvait parler de l’avenir du village et des projets possibles pour améliorer la vie à Vinzieux.

Ngofeen: Two weeks before the election, another candidate decided to run for mayor. The man was older, but Hugo hoped he had convinced enough people of his credentials. On election day, Hugo went to the polling place with his team. Neighbors had gathered together to tally the vote by hand. Hugo kept a close eye on the count.

Hugo: J’étais stressé. Il y avait un autre candidat et je devais absolument avoir plus de votes que lui. Je comptais chaque vote. Personne ne savait qui allait gagner.

Ngofeen: Finally, the results came out. On March 15, 2020, Hugo was elected mayor of Vinzieux! But the results were bittersweet. The next day, because of Covid, all of France would be in lockdown, confiné.

Hugo: Oui, on avait gagné l’élection, mais l’avenir était très incertain parce que le lendemain, toute la France allait être confinée à cause de la Covid-19, et on ne savait pas ce qui allait se passer.

Ngofeen: It was a future he could have never envisioned when he first decided to run for office. But even during lockdown, Huge did his best to deliver on his campaign promise. His team organized a take-out initiative with nearby restaurants and set up a stand at the heart of the village. There, locals could come pick up food in a socially distanced way.

Hugo: Chaque semaine, on organisait un événement avec un restaurant d’un village voisin. Une semaine, on avait des pizzas. Une autre semaine, on avait des plats vietnamiens, du couscous ou de la choucroute, des hamburgers… Les habitants commandaient en avance, puis ils venaient chercher leurs plats cuisinés. Parfois, il y avait plus de 50 commandes. C’était un vrai succès !

Ngofeen: Today, Vinzieux is still in lockdown, and Hugo has kept the pop-up events happening. The villagers can’t all eat together, but still, the small events gave Hugo a glimpse of the future life he still hopes to bring to his village. He hopes to keep inviting nearby restaurants for pop-up events, and that each event will turn into a bit of a village party.

Hugo: Les habitants se rencontrent, et on fait fonctionner l’économie locale. J’aimerais que ces événements continuent après la Covid. C’est une belle manière d’amener plus de vie dans notre village !

Ngofeen: Hugo Biolley is 19 years old, and is the youngest French mayor. He believes that no matter how old or young you are, you can play your part to take care of what you love.
